Job Description

The Volunteer Program Manager is responsible for the strategic leadership, coordination, and day-to-day management of JSN’s volunteer program. The volunteer program is a foundational pillar of JSN’s mission and is central to empowering the Jewish community to be trained, vigilant, engaged, and actively involved in its own safety and protection.

This role ensures that volunteers are effectively recruited, vetted, onboarded, trained, deployed, supported, and retained in a manner that reflects JSN’s values, operational standards, and commitment to community-based security. Working closely with internal teams, community institutions, and partner organizations, the Volunteer Program Manager builds and sustains a professional, inclusive, and disciplined volunteer force that strengthens prevention, preparedness, and community resilience.

Serving as the primary liaison between volunteers, JSN staff, and community stakeholders, the Volunteer Program Manager fosters a well-organized, supportive, and purpose-driven volunteer experience while maintaining accountability, consistency, and operational effectiveness.

Successful candidates will have experience in volunteer program management and leadership, a background or strong familiarity with security operations, and a deep understanding of the Jewish community. This role reports directly to the Chief Operating Officer.

Key Responsibilities

Program Leadership & Operations

  • Serve as the focal point for all volunteer programs, coordinating and implementing volunteer assignments across the organization.
  • Design, implement, and continuously improve the volunteer program in alignment with JSN’s mission and organizational goals.
  • Develop and maintain policies, procedures, and best practices for volunteer engagement and program delivery.
  • Ensure volunteer roles are clearly defined, meaningful, and responsive to community and operational needs.
  • Demonstrate a strong understanding of security procedures and applicable regulations in Canada.
  • Participate in organizational security operations as required.

Recruitment, Training & Deployment

  • Lead volunteer recruitment strategies, including outreach, information sessions, and partnerships.
  • Coordinate screening, vetting, onboarding, and placement of volunteers.
  • Develop and manage team leads at various institutions to oversee on-site volunteers.
  • Develop and deliver volunteer orientation programs and support the Training Department in providing ongoing training.
  • Ensure volunteers are equipped with the knowledge, tools, and resources required to succeed.
  • Regularly attend events and facilities where volunteers are deployed.

Engagement, Supervision & Retention

  • Foster a positive, inclusive volunteer culture grounded in respect, collaboration, and accountability.
  • Provide ongoing supervision, mentorship, and performance feedback.
  • Address volunteer concerns, conflicts, or performance issues in a timely and professional manner.
  • Implement recognition and appreciation initiatives to support volunteer retention.
  • Build, guide, and support clear “career pathways” and progression opportunities for volunteers within the organization.

Collaboration & Communication

  • Work closely with staff, leadership, and community partners to integrate volunteers into programs, teams, and services.
  • Serve as the primary point of contact for volunteer communications, updates, and scheduling.
  • Represent the volunteer program at meetings, events, and community forums as required.
  • Provide regular updates and reporting to the Chief Operating Officer.

Monitoring, Reporting & Administration

  • Track volunteer participation, hours, engagement, and outcomes.
  • Prepare reports and recommendations to support program evaluation, growth, and continuous improvement.
  • Ensure compliance with organizational policies, safety requirements, and applicable regulations.
  • Maintain accurate, detailed, and auditable records of volunteers and their community engagement.
  • Manage the volunteer CRM system and related documentation.
  • Maintain consistent communication with stakeholders regarding volunteer numbers, successes, and challenges.

Required Skills & Competencies

  • Experience coordinating volunteers or managing programs within a non-profit, community, or service-oriented organization.
  • Strong understanding of volunteer program development and management.
  • Security background or demonstrated familiarity with security operations and emergency response protocols.
  • Excellent organizational, communication, team-building, and interpersonal skills.
  • Fluency in English (written and verbal) with strong grammar and professional writing ability.
  • Strong leadership, judgment, and problem-solving skills.
  • High level of professionalism, discretion, and integrity.
  • Ability to manage multiple priorities in a dynamic environment.
  • Ability to work collaboratively with diverse stakeholders.
  • Proficiency with Microsoft Office, Google Workspace, CRM systems, and related tools.
  • Deep understanding of the Jewish community and its security needs, particularly within the GTA.
  • Availability outside standard working hours as required.
  • Passion for community service, volunteer engagement, and collective responsibility for community safety.

Salary Range $100,000 - $120,000 CAD

Working Conditions

Occasional evening and weekend work may be required. Some travel within the community may be necessary.
