The Strategic Program Advisor (SPA) supports the Director, Strategic Planning and works with organizational and community leadership to develop and implement best practice strategies for effective security programs. The SPA leads and coordinates cross-functional and cross-departmental strategic initiatives to drive change and produce results. They are responsible for conducting formal reviews of Jewish community security initiatives across North America, pursuant to the National Jewish Community Security Standards and other relevant paradigms, and producing documentation, formal presentations, and relevant reporting around program effectiveness and maturity.
WHAT YOU WILL DO:
- Support the Director, Strategic Planning in the development, implementation, and advancement of policies and initiatives designed to further SCN's mission and the National Director/CEO's vision.
- Identify, document, implement, and verify standards and maturity models, including the National Jewish Community Security Standards (NJCSS), to ensure the delivery of consistent, best-practice, sustainable security programs and services to SCN stakeholders and network partners, ensuring all centers of Jewish life implement and sustain comprehensive safety, security, and resiliency programs.
- Conduct formal evaluations of Jewish community security initiatives and programs to verify and document their maturity under the NJCSS and other relevant paradigms, and produce the documentation, formal presentations, and reports of the reviews and deliver those to the appropriate stakeholders.
- Identify, document, and share best practices across the organization and the Security Director network to enhance effectiveness and achieve efficiencies and strategic successes.
- In collaboration with internal stakeholders, develop and track progress toward strategic objectives and performance indicators and identify, recommend, and coordinate the collection of salient data for the assessment of operational effectiveness and programmatic impact.
- Prepare and deliver presentations, training, and coaching to internal and external stakeholders and conduct workshops and planning sessions for SCN sections related to program impact and effectiveness.
- Advise Security Directors on the development and implementation of their cascading strategies and operational plans to ensure alignment with SCN's strategic objectives and priorities.
- Map relationships and interdependencies of SCN's strategic objectives and priorities and identify synergies to be leveraged for successful implementation of community security programs and plans.
- Contribute to relationship and partnership management with SCN's Federation and agency security program partners and assist with the development of new partnerships in collaboration with internal stakeholders.
- Collaborate with SCN leadership to identify, track, and manage risks to SCN and its operations, enhancing organizational resilience and ensuring strategic choices are data- and risk-informed.
QUALIFICATIONS:
- Bachelor's degree required. Post-graduate education and/or relevant professional certifications in business, strategy, risk, corporate governance, and/or data analytics a plus.
- Completion of law enforcement certification from an accredited law enforcement academy or approved United States Military Criminal Investigative or Law Enforcement Military Occupational Specialty (MOS) with at least 10 years of sworn law enforcement experience (candidate is currently sworn law enforcement, retired in good standing, and/or honorably discharged from the military), including at least ten (10) years of US Law Enforcement managerial experience.
- Minimum of two (2) years of relevant work experience in strategic program management or planning within a complex organizational environment.
- Experience in conducting governance, risk, and/or operational effectiveness reviews of similar organizations such as US law enforcement, public safety, and/or intelligence community institutions.
- Demonstrated success in cross-functional project coordination and management.
- Excellent leadership, problem-solving, as well as verbal and written communication skills.
- Ability to work in a dynamic, fast-paced organization and handle multiple tasks over an extended period of time in self-directed manner.
- Ability to receive and process sensitive intelligence and information.
- Ability to travel as needed.
- Skilled in Microsoft Office and proficient computer skills in an Apple environment.

The target annual salary for this position is $140,000. Final annual salary offered will be determined through a thorough assessment of multiple factors and criteria which may include candidate experience and qualifications, available market data, internal salary equity, and budget considerations.
