Program Director

for Workforce Impact Programs

Status: Full-time, In person

Reports to: Workforce Programs Manager

Annual Salary: $58,000 - $60,000 - commensurate with education and experience.

Schedule: Generally, Monday – Friday, 9:00 am – 6:00 pm, schedule may shift to 10:30 am - 7:30 pm when some program cohorts are in session.

Key Responsibilities – Workforce Industry & Construction Program Oversight

  • Foster a welcoming, inclusive, and supportive environment across multiple assigned programs and sites, promoting a positive workplace culture for staff and participants.
  • Develop, implement, and achieve enrollment, programmatic, and outcome goals for assigned programs while ensuring accurate data collection and program documentation.
  • Build and maintain strategic relationships with industry partners, employers, community organizations, referral partners, industry networks, associations, and local government agencies to expand internship, job placement, and referral opportunities. Also includes developing partnerships with construction companies, unions, contractors, and apprenticeship programs to expand employment and apprenticeship opportunities for program graduates.
  • Coordinate recruitment, intake, assessment, participant selection, and retention across all assigned programs.
  • Manage the day-to-day operations of multiple programs by analyzing program data, tracking attendance, monitoring mentoring relationships, and evaluating participant and staff performance.
  • Oversee program budgets, financial monitoring, and reporting requirements.
  • Ensure effective facility operations at program sites, including knowledge and enforcement of all safety policies and protocols.
  • Develop and implement program marketing and outreach strategies, including mailings, advertisements, and community engagement activities.
  • Conduct ongoing participant evaluations and surveys to ensure high program quality and continuous improvement, aligning outcomes with community needs and agency and funder strategic goals.
  • Ensure programs operate in compliance with all Federal, State, and local regulations, funder requirements, and MMCC best practices.
  • Prepare for and support internal and external program audits and implement recommendations for program improvement.
  • Recruit, hire, and onboard program staff using structured screening tools and panel interviews to ensure strong alignment with organizational needs.
  • Provide direct supervision and leadership to program staff, including staff development, performance management, evaluations, and disciplinary actions when necessary. Ensure staff remain qualified, certified, and aligned with agency policies.
  • Facilitate ongoing training and professional development for staff and volunteers through meetings, workshops, and other learning opportunities.
  • Review and approve payroll for assigned staff.
  • Ensure staff are knowledgeable about the full range of MMCC programs so they can effectively connect participants with additional services that meet their evolving needs.
  • Build and maintain strong relationships with program stakeholders, funders, and community partners.
  • Ensure all funders receive accurate, timely reports and program updates in accordance with reporting deadlines.
  • Represent MMCC professionally at funder meetings, professional development events, and community engagements.
  • Perform other related duties as required to support effective program management.
  • Lead the implementation and oversight of MMCC’s state-funded construction workforce training initiatives, including pre-apprenticeship and industry-recognized credential programs.
  • Coordinate training schedules, instructor management, classroom operations, and hands-on training components.
  • Ensure compliance with industry credential standards (OSHA, NCCER, or equivalent) and state contract requirements.
  • Monitor participant progress, credential attainment, job placement outcomes, and retention metrics.

Requirements:

· Bachelor’s Degree or higher

· At least 2 years of experience managing programs

· Minimum 3–5 years’ experience in workforce development, vocational training, or industry training programs

· Experience working with construction, skilled trades, or apprenticeship programs preferred

· Experience managing government or foundation-funded programs

· Support the launch and implementation of new workforce training initiatives under the Workforce Development Department, including pilot programs and emerging industry training opportunities.
