Position Title: Chief Finance Officer

Position Summary:
The Chief Finance Officer (CFO) is responsible for all aspects of the financial operations and provides programmatic support for Keshet. The CFO supervises the finance department and is the chief financial spokesperson for the organization. The CFO reports directly to the Chief Executive Officer and directly assists the Chief Offices on all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs, and the securing of new funding.
Essential Duties and Responsibilities:
- Assist in performing all tasks necessary to achieve the organization’s mission and help execute staff succession and growth plans.
- The CFO directly leads, develops, and supervises the finance department and trains staff on raising awareness and knowledge of financial management matters.
- Work with the CEO on the strategic vision including fostering and cultivating stakeholder relationships, as well as, assisting in the development and negotiation of contracts.
- Participate in developing new business, specifically assist the CEO and CPO in identifying new funding opportunities, the drafting of prospective programmatic budgets, and determining cost effectiveness of prospective service delivery.
- Ensure adequate controls are installed and that substantiating documentation is approved and available such that all purchases may pass independent and governmental audits.
- Provide the CPO with an operating budget. Work with the CPO to ensure programmatic success through cost analysis support, and compliance with all contractual and programmatic requirements, including: interpreting legislative and programmatic rules and regulations to ensure compliance with all federal, state, local, and contractual guidelines and ensuring that all government regulations and requirements are disseminated to appropriate personnel, and monitoring compliance.
- Oversee the management and coordination of all fiscal reporting activities for the organization including organizational revenue / expense and balance sheet reports, reports to funding agencies, development and monitoring of organizational and contract/grant budgets.
- Develop and maintain systems of internal controls to safeguard financial assets of the organization and oversee federal awards and programs. Oversee the coordination and activities of independent auditors ensuring all audit issues are resolved, and all 401k compliance issues are met, and the preparation of the annual financial statements is in accordance with US GAAP and federal, state, and other required supplementary schedules and information.
- Attend Board and Subcommittee meetings as needed; including being the lead staff on the Audit/Finance Committee and Investment Committee.
- Oversee the organization’s banking activities and actively manage cash flow to ensure it meets organization needs.
- Oversee the payroll processes, implementation, and system updates.
- Serve as one of the trustees and oversee administration and financial reporting of the organization's Savings and Retirement Plan.
- Stay current with finance trends regarding programs and technology.
- Oversee ISBE and DHS rate determinations, billing and compliance including submission of annual cost reporting.
- Review efficiency/effectiveness of employee benefit programs, investigating cost-effective plans for the organization’s employees and prospective employees with the goal of attracting and retaining qualified individuals.
- Manage the organization’s liability insurance program, including ongoing risk analysis.
- Develop and foster professional relationships with key stakeholders.
- Assist Directors with developing budgets for the organization as a whole, and new/proposed/expanded services, including the preparation of budget revisions as needed.
- Oversee the Accounts Payable and Accounts Receivable and ensure a disaster recovery plan is in place.
- Oversee business insurance plans and health care coverage.
- Oversee the production of monthly reports including reconciliations with funders and pension plan requirements, as well as, financial statements and cash flow projections for use by executive leadership and audit/finance committee.
- Ensure that the design, implementation and calculations of wages and incentives are within the budgeted framework.
- Tracking cash flow, analyzing strengths and weaknesses to propose corrective action plans when necessary and preparing accurate forecasts so that management can make informed decisions about future investments or cuts.
- Oversee the maintenance of the inventory of all fixed assets purchased assuring all are in accordance with federal regulations.
Qualifications
Required Knowledge, Skills, Abilities and Other Characteristics:
- Not-for-profit accounting in accordance with US Generally Accepted Accounting Principles, OMB Circulars A-133, A-110 and A-122, and appropriate Code of Federal Regulations sections.
- Resources of public and private social service and related agencies.
- Organizational development and program operations.
- Payroll reporting and processing of payroll taxes.
- Employee benefits, including the management of health care and retirement plans.
- General office software, particularly Microsoft Office Suite, and accounting software packages.
- Analyze and solve problems effectively and efficiently.
- Supervise staff and provide performance evaluations and improvement plants.
- Communicate effectively both verbally and in writing.
- Recognize and be responsive to the needs of all clients of the organization, including funding organizations, the BOD, local community advocates, participants, staff, and employers.
- Create and assess financial statements and budget documents.
- Foster and cultivate business opportunities and partnerships.
Job Qualifications and Required Skills:
- Bachelors’ degree in related field required.
- M.B.A., master’s degree in related field or equivalent work experience.
- Minimum of five to eight years of senior management experience in Finance with a non-profit organization with a proven record of accomplishment.
- Must be an actively licensed Certified Public Accountant.
- Must be: highly ethical with a high level of integrity; self-motivated; dependable and reliable; detailed-oriented; able to interface easily with staff, other senior management personnel and funding sources.
