Job Summary: A member of the executive management team, the Chief Program Officer is responsible for implementing the strategic goals of the Achieving Potential array of services as set forth by the CEO and the members of the Board. The CPO has overall responsibility for administration, operations, and programmatic leadership of services for individuals with mental disabilities. This includes ensuring the financial and programmatic viability of supportive services to individuals with intellectual disabilities and developmental disabilities, comprehensive behavioral health services, residential and housing support services including 50+ residential sites and an ICF, vocational and employment services, and all individual and family support programming for individuals with mental disabilities. Additionally, the CPO oversees the agency’s quality, regulatory compliance and outcome activities associated with maintaining CARF certification, and licensure to provide the above services.

General Duties and Responsibilities:

  • Works closely with the President/CEO and the executive management team to set the strategic direction, priorities and policies for the department.
  • Responsible for the development and maintenance of an effective and efficient behavioral health and disability delivery system that is compliant with all state and federal regulatory expectations, while meeting the unique needs of the Jewish community**.** Creates opportunities for business expansion where appropriate**.**
  • Provides overall administrative and programmatic leadership for services provided by the Achieving Potential.
  • Ensures cross agency collaboration, functioning as the department’s primary liaison with JFSA’s Chief Executive Officer, Chief Financial Officer, VP of Marketing and Development, Senior Director of Human Resources Director, Operations Director, Chief Corporate Compliance Officer, other Department Directors, and other JFSA administrators.
  • Functions as the Department’s primary liaison with the program’s Committee of the Board of Directors and other program committees of JFSA.
  • Participates in fund development and planned giving initiatives related to the long-term sustainability of services.
  • Directs the work of the Manager of Quality and Outcomes, providing expertise and guidance regarding agency wide activities in these areas; keeps executive management informed of activities that may result in liability or risk to the agency.
  • Oversees development of the budget for the department and provides overall financial management for all services in this area in collaboration with the JFSA Chief Executive Officer and CFO. Delivers positive financial bottom line by proactively managing the business.
  • Represents AP in meetings and other interactions with state and local agencies regarding funding and program development for persons with mental disabilities.
  • Ensures CARF and other mandatory accreditation and licensure processes are successful.
  • Oversees the daily operations of the staff and implements the principles of effective performance management on an on-going basis.
  • Demonstrates awareness of, follows all safety policies and procedures, and adheres to all recommended safe work practices. Also contributes to the control of hazards in specified areas of responsibility.
  • Performs other duties or special projects as required or as assigned.

Eudcation & Experience:

Bachelor’s Degree required; a graduate degree in a discipline related to healthcare and/or business is preferred.

Preferred: 10 years of experience managing quality and regulatory compliance activities for government funded services (OSHA, CARF, HUD, COA)

10-15 years of management experience at a senior level within a healthcare or social service organization that includes:

Experience managing diverse funding streams.

Experience managing publicly funded healthcare services such as Medicaid and Medicare

Experience working in a unionized environment.

Evidence of ability to manage a large operational budget effectively.
