Pay Range: $72,150 - $75,000/year

Position Overview:
JFS is looking for a compassionate, mission-driven individual to join the Resource Navigation team as the Resource Navigation Program Manager. In this role, you have the opportunity to use your leadership and supervisory skills to oversee the daily operations of the Resource Navigation team, using your experience to make a meaningful difference in your community and help change lives across San Diego. The Resource Navigation Program Manager plays an integral role on the team and supports the entire agency by providing day-to-day oversight to the team that provides financial assistance and supports to stabilize families in the community. This position reports directly to the Director of Aging and Resource Navigation and works closely with the entire Nutrition and Aging Services Division.
Responsibilities:
Program Oversight and Leadership
- Oversee program operations, including service delivery, quality assurance, compliance, and client outcomes
- Develop, implement, and monitor program policies, workflows, and performance metrics
- Ensure program meets contractual requirements and program goals
- Ensure timely and accurate processing of financial assistance applications and payments
- Monitor service delivery to ensure client-centered, trauma-informed, and equitable practices
- Collaborate with other JFS departments for grants, budgets, referrals, marketing, etc
- Develop and present training when needed; organize and bring in outside trainers
- Within approximately six months, this role will assume supervisory responsibilities for the ACCESS team, including oversight of daily operations, staff support, and integration of call center workflows with JFS services
Staff Supervision
- Recruit, train, supervise, and evaluate case managers and support staff
- Provide coaching, case consultation, and professional development
- Lead and conduct team meetings
- Support staff in crisis response, complex cases, and boundary‑setting
- Train staff on best practices in resource navigation, prevention, financial assistance processing, documentation, and equity
- Approve employee timesheets, manage day-to-day schedules, and review staff’s caseload of active client participants and documentation
- As needed, carry a small caseload of clients
Data, Reporting & Compliance
- Ensure accurate data entry, case documentation, and record maintenance
- Prepare monthly grant invoices as well as monthly, quarterly, and annual reports for funders and senior leadership
- Monitor program fidelity to evidence‑based models and best practices
- Maintain compliance with audits, grants, and regulatory requirements
Community Engagement & Partnerships
- Build collaborative relationships with community partners, government agencies, healthcare organizations, and referral sources
- Represent the program at meetings, community events, and coalitions
Skills/Experience/Abilities That Are a Must-Have:
- Experience managing and supervising staff
- Strong knowledge of community resources, social services, and case management best practices
- Spanish-speaking or ability to use a translator
- Detail-oriented and conscientious documentation to ensure contract compliance
- Understanding of the low-income population and the ability to model trauma-informed care
- Experience working with clients in crisis and setting limits when appropriate
- Ability to show an unconditional positive regard for clients who turn to JFS for support
- Strong written and verbal communication skills
Skills/Abilities We’d Like You to Have:
- Preferred master’s degree in social work; Licensure as Clinical Social Worker for Enhanced Care Management client treatment plans
Physical Requirements:
- Stand, walk and use hands and arms to use a keyboard, handle papers, and reach for the phone
- Occasionally climb or balance, stoop, kneel, crouch or crawl
- Occasionally lift and/or move up to twenty pounds
- Sit or stand for extended periods of time
- Use a computer, keyboard, monitors, and headset for meetings, phone calls, and data documentation
- Complete phone calls at desk, lasting from 5-30 minutes
