The Community-Based Behavioral Health Programs at JFCS of the Suncoast deliver accessible, trauma-informed services to children, youth, older adults, and families in the community. Programs are offered in homes, schools, courts, camps, and other non-traditional settings to meet people where they are. These services reflect the JFCS mission to empower individuals and strengthen families, with an emphasis on prevention, early intervention, and sustainable support.
Job Summary:
The Manager of Community-Based Behavioral Health Programs provides operational oversight of a portfolio of high-impact, prevention, diversion, and early-intervention programs. This licensed clinician supports both clinical and non-clinical staff, ensuring they are equipped with the guidance, skills, tools, and professional development needed to deliver exceptional, trauma-informed, person-centered care. Working in close partnership with the Clinical Director, this role plays a key part in workforce development, regulatory compliance, training, quality assurance, and community engagement across the department.

Essential Duties & Responsibilities:
Program Leadership & Oversight
· Provide direct supervision and support to assigned clinical and non-clinical program staff across community-based programs.
· Conduct (at minimum) bi-weekly supervision meetings to monitor program effectiveness, contract deliverables, and client outcomes.
· Ensure high-quality client experiences and effective service delivery through structured performance coaching and team collaboration.
· Monitor and support recruitment, onboarding, and retention of qualified staff.
· Coordinate and lead regular program team meetings to support cross-program alignment and problem-solving.
· Conduct annual performance evaluations and support professional development planning for assigned staff.
Quality Assurance & Compliance
· Conduct regular clinical chart audits and documentation reviews to ensure quality care, risk management, and billing compliance.
· Serve as the point of contact for program audits, site visits, and funder or contract reviews.
· Lead internal investigations and reporting for critical incidents involving assigned programs.
· Monitor HIPAA/HITECH compliance and lead trainings and response protocols for privacy breaches.
· Review and maintain program-specific policies and procedures; ensure staff adherence.
· Track and report on program performance indicators and quality measures.
Training, Supervision & Workforce Development
· Coordinate training and professional development opportunities to support evidence-based, trauma-informed care across all assigned programs.
· Identify team training needs and source appropriate resources, speakers, and continuing education.
· Provide clinical supervision to registered interns and serve as field instructor for student interns.
· Collaborate with department leadership to expand internship opportunities and build a pipeline of emerging professionals.
Data & Reporting
· Oversee monthly and quarterly data collection and quality metrics for internal tracking and funder reporting.
· Summarize and present program outcome, process, and client satisfaction data for use in performance improvement, fundraising, and stakeholder updates.
· Partner with Grants and Finance teams to support accurate and timely grant reporting.
Community & Interagency Collaboration
· Serve as a representative of JFCS at external meetings, coalitions, and community events.
· Conduct outreach and education about programs, referral pathways, and impact.
· Maintain strong relationships with funders, partners, and academic institutions.
· Collaborate with the Clinical Director and Senior Director of Family Wellness Services
to expand services and explore new initiatives.
Qualifications
· Florida licensure as a Licensed Clinical Social Worker (LCSW) or Licensed Mental Health Counselor (LMHC) required.
· Qualified Supervisor in the state of Florida or willingness to achieve certification.
· Minimum of five (5) years of progressively responsible experience in behavioral health, including direct service and program administration.
· At least two (2) years of experience supervising clinical or multidisciplinary teams.
· Experience in program development, evaluation, and compliance required.
· Background in community-based care preferred.

· In-depth knowledge of trauma-informed and evidence-based care models.
· Familiarity with clinical documentation, credentialing, and insurance billing standards.
· Excellent verbal and written communication skills.

· Proficient in Microsoft Office Suite, electronic health records, and outcome tracking systems.
Training Requirements:
· Completion of all JFCS and COA-required trainings.
· HIPAA, ethics, confidentiality, and emergency response protocol trainings.
· Ongoing CEUs to maintain licensure and supervision credentials.
· Annual leadership development and supervision trainings.
Physical Requirements:
· Light physical activity with occasional lifting of up to 10 pounds.
· Primarily office-based with regular travel to community sites, partner locations, and external meetings.
· Ability to sit or stand for extended periods.
· Must have valid driver's license and reliable transportation.
