The Grant Billing Manager is responsible for managing all aspects of grant-related billing, compliance, and financial reporting. This role ensures that all grant expenditures are billed accurately and timely in accordance with grant agreements, federal regulations, and organizational policies. The manager coordinates with various Departments, fiscal, and external funding agencies to ensure proper documentation, audit readiness and compliance.
This position is fully in-person and requires a valid Florida driver license or state issued ID.
Essential DUTITES AND RESPONSIBILITIES
Responsibilities include the following, and other duties may be assigned:
- Supervise Grant Billing Specialists:
Lead, train, and supervise a team of Grant Billing Specialists, ensuring accurate and timely invoicing, compliance with grant requirements, and adherence to internal controls. - Manage the review and compliance of all grant Invoices:
Manage review and accuracy for all invoices and reimbursement requests to grant funders in accordance with contract terms and funding agency requirements following GAAP standards. - Manage and review Grant Budgets and Expenditures:
Track expenditures against approved budgets, ensuring that costs are allowable, funds are drawn down, billed correctly, paid and properly documented. - Maintain Accurate Financial Records:
Keep detailed, audit-ready documentation of all grant billing transactions, journal entries, and supporting documentation, particularly SEFA audit readiness for the external audit. - Work closely with all Service Departments across the agency:
Work closely and support Program Directors, Grant Billing Specialists and Fiscal staff to align financial reporting with grant performance and ensure consistent compliance. - Manage collections review:
Review accounts receivable related to grant billing and ensure timely collection of funds from all funders including insurance companies and fee for service. - Ensure Grant Compliance:
Ensure adherence to funder guidelines, organizational policies, and applicable federal, state, and local regulations following GAAP standards. - Support Audit and Reporting Requirements:
Provide necessary financial data and documentation for internal reviews, external audits, and funder monitoring visits. - Develop Billing Schedules and Systems:
Create billing calendars and implement efficient tracking systems to manage all program spending and draw down of grant funds - Identify and Resolve Discrepancies:
Investigate and resolve any inconsistencies or billing issues promptly, in coordination with relevant departments or funders. - Resolve Grant billing Issues:
Address complex or escalated billing questions, discrepancies, or disputes with internal teams and funders. - Coordinate Team Workflow:
Manage and prioritize team activities to meet tight billing deadlines across multiple funding sources, ensuring all grant invoices are completed timely. - Participate in Internal Controls and Audits:
Assist in maintaining strong internal controls that align with GAAP requirements and support successful financial and grant audits.

Qualifications
- Bachelor’s degree in Accounting or Finance, required
- At least three (3) years of relevant professional experience in financial analysis, supervision, accounting, or a similar field
- Advanced proficiency in Microsoft Excel (including formulas, pivot tables, and financial modeling).
- Familiarity with accounting software and ERP systems (e.g., SAP, MIP)
- Certifications such as CPA or equivalent, preferred
