Position Summary
JCCA is seeking an accomplished and mission-driven Vice President of Residential Services. This is an opportunity for a highly visible, relationship-oriented operational leader who is passionate about creating safe, therapeutic, trauma-informed environments where young people can heal, grow, and thrive.
The Vice President will serve as a senior operational leader for JCCA’s residential programs, partnering closely with the Senior Vice President of Residential Services to translate strategy into exceptional day-to-day execution across a complex, 24/7 environment.
The successful candidate will be both strategic and hands-on—someone who can develop strong leaders, strengthen systems, respond effectively to operational challenges, and build a culture where accountability, safety, learning, and continuous improvement are part of how we work every day.

- Building a strong and accountable residential leadership team.

- Developing the next generation of residential leaders.
- Using data, youth and family feedback, and operational trends to drive improvement.
- Ensuring strong regulatory and quality performance across the residential continuum.
Strategic Leadership & Operations
- Partner with the Senior Vice President to translate strategic priorities into consistent, high-quality residential operations.
- Establish clear performance standards, accountability systems, and leadership expectations across programs.
- Oversee 24/7 operational readiness, including leadership coverage, scheduling, incident response, staffing challenges, and after-hours decision-making.
- Strengthen communication and coordination across programs, shifts, and departments.
- Use data, audits, incidents, and feedback from youth, families, and staff to identify risks, address gaps, and drive continuous improvement.
Administrator on Duty (AOD)
- Lead and strengthen the AOD function to ensure effective leadership coverage evenings, weekends, and holidays.
- Establish AOD competencies, training, performance expectations, and accountability measures.
Leadership & Workforce Development
- Build and develop a strong pipeline of residential leaders, including Directors, Residence Supervisors, and Assistant Residence Supervisors.
- Coach and mentor leaders while strengthening accountability, engagement, recruitment, onboarding, and retention in partnership with HR.
- Assess workforce needs and implement strategies to improve staffing stability and leadership effectiveness.
Trauma-Informed & Youth-Centered Care
- Champion trauma-informed, healing-centered, culturally responsive, and youth-centered care across Residential Services.
- Promote safety, dignity, youth voice, family engagement, and meaningful relationships.
- Ensure staff are equipped to effectively prevent, de-escalate, and respond to crises.
Quality, Safety & Compliance
- Lead initiatives focused on incident, AWOL, and restraint reduction and improved youth outcomes.
- Monitor quality indicators, incidents, complaints, audits, and youth feedback to identify risks and opportunities.
- Ensure timely root-cause analysis, corrective action, and follow-up on significant incidents and deficiencies.
- Ensure compliance with ACS, OCFS, OMH, Medicaid, Article 29-I, and other applicable regulatory requirements.
- Promote a culture of accountability, safety, learning, and continuous improvement.
Qualifications
Master’s degree in Social Work, Psychology, Public Administration, Public Health, Human Services Administration, or related field.
10+ years of progressive leadership experience, including 5+ years leading large-scale residential, child welfare, behavioral health, or other 24/7 operations.
Strong knowledge of trauma-informed care, leadership development, workforce development, and applicable regulatory requirements, including ACS, OCFS, OMH, Medicaid, and Article 29-I.
Demonstrated ability to lead through complexity, make sound decisions, develop leaders, establish accountability, and drive organizational improvement.
Excellent communication, interpersonal, and relationship-building skills, with the ability to build trust across all levels of the organization.
Ability to balance strategic leadership with visible, hands-on operational engagement.
Ability to collaborate effectively with diverse employees, leaders, youth, families, and external stakeholders.
Understanding of the impact of institutional and structural racism on child welfare and underserved communities.
Ability to manage competing priorities while maintaining focus on safety, quality, people, and outcomes.
