Lead Transformational Care for Youth and Families

About the Role

JCCA’s Residential Treatment Center provides therapeutic, educational, and residential services for emotionally vulnerable youth experiencing trauma-related and mental health challenges, as well as youth with Intellectual and Developmental Disabilities. Our programs are deeply rooted in trauma-informed care, youth and family voice, cultural responsiveness, and evidence-based practices that support healing, recovery, and permanency.

Reporting directly to the Chief Program Officer and serving as a key member of the Executive Team, the Senior Vice President of Residential Services oversees the strategic and operational leadership of JCCA’s residential campus programs.

The SVP leads a large-scale 24/7 residential operation consisting of approximately 18–20 cottages and provides oversight to residential leadership teams, Administrators on Duty, and cross-functional campus operations.

This leader will champion integrated care models, strengthen clinical and operational excellence, partner with oversight agencies, and ensure safe, high-quality, youth-centered services that drive positive permanency outcomes.

Key Responsibilities

Executive Leadership & Strategy

  • Lead the vision, strategy, and daily operations of JCCA’s residential services division
  • Drive trauma-informed, recovery-oriented, and youth-centered models of care
  • Collaborate closely with Executive Team members and divisional leaders to advance organizational goals
  • Serve as a key agency representative with oversight agencies including ACS, OCFS, OMH, OPWDD, DOH, DSS, and CSE
  • Promote innovation, accountability, and continuous quality improvement across campus programs

Operational Excellence

  • Oversee all residential programming, staffing, safety, census management, and service delivery
  • Lead the development of operational workflows and administrative procedures for a 24/7 residential campus
  • Ensure compliance with regulatory standards, Medicaid Managed Care, Article 29i, and CFTSS requirements
  • Partner with Facilities, HR, Finance, Legal, Compliance, Technology, and Communications to ensure coordinated campus operations
  • Utilize data-driven strategies to reduce incidents, improve safety, and strengthen youth outcomes

Clinical & Programmatic Leadership

  • Advance trauma-informed practices including Sanctuary, Building Bridges Initiative (BBI), and other evidence-based models
  • Ensure services reflect youth voice, family engagement, cultural competence, and individualized treatment planning
  • Lead initiatives focused on permanency, emotional regulation, skill building, and reduction of restraints and AWOCs
  • Support the implementation and optimization of Electronic Health Records (EHR) systems

Staff Leadership & Development

  • Supervise Residential Directors and senior campus leadership
  • Foster a culture of accountability, collaboration, professional growth, and operational excellence
  • Mentor leaders in balancing clinical priorities with operational effectiveness
  • Ensure staffing ratios, training standards, and supervisory practices meet regulatory and organizational expectations

External Partnerships & Community Engagement

  • Serve as a strategic liaison with government agencies, community organizations, and provider networks
  • Build and maintain strong relationships with regulatory bodies, funders, and external stakeholders
  • Represent JCCA at public forums, coalitions, advisory groups, and community events

Required Qualifications

  • Master’s degree or higher in Social Work, Psychology, Public Administration, Law, or a related field
  • 15+ years of progressive leadership experience in residential treatment, child welfare, behavioral health, OMH, OPWDD, or related human services settings
  • Extensive experience leading trauma-informed residential programs and multidisciplinary teams
  • Strong operational, clinical, and administrative leadership skills within a 24/7 environment
  • Experience managing large-scale programs, budgets, staffing, compliance, and system transformation initiatives
  • Demonstrated success using data to improve outcomes and operational performance
  • Exceptional relationship-building and collaboration skills across agencies and divisions

Preferred Qualifications

  • Licensed clinician strongly preferred
  • Experience with RTCs, RTFs, Medicaid Managed Care, Article 29i, and CFTSS services
  • Knowledge of Connections (CNNX), PROMIS, ARTS, and other NYS child welfare systems
  • Residential treatment and juvenile justice experience preferred
