We are seeking a visionary leader to join us as our Assistant Vice President (AVP) of Foster Home Services, a key role driving excellence, innovation, and healing in our foster care programs.
The AVP of Foster Home Services will lead the strategy, clinical vision, and day-to-day operations for JCCA’s network of foster home programs. You will be a senior leader and systems builder, responsible for driving high-quality outcomes for youth and families—while ensuring regulatory compliance, team performance, and program innovation.
Key Responsibilities
Strategic & Program Leadership
Set the vision for foster home services, aligning with JCCA’s mission and long-term goals
Drive performance through innovative systems, data analysis, and team collaboration
Lead census management, admissions, and discharge planning with a focus on timely, appropriate placements

Use metrics to assess service quality and strengthen program outcomes
Clinical Supervision & Staff Development
Provide hands-on supervision and mentorship to program directors and multidisciplinary teams
Promote trauma-informed, strength-based approaches to family engagement and crisis intervention
Support team training and development in collaboration with our internal Training Department

Foster strong succession planning and staff retention
Compliance, Quality & Fiscal Oversight
Ensure full compliance with ACS, OCFS, ORR, and Medicaid/Article 29i regulations
Lead audit readiness, contract monitoring, and documentation accuracy
Monitor budgets and drive cost-effective program operations

Track case outcomes and implement strategies for timely permanency
Integrated Care & Cross-Agency Collaboration
Strengthen internal referrals and service coordination across JCCA divisions
Build meaningful partnerships with foster parents and equip them with training and resources

Collaborate with city and state agencies to improve care continuity and systemic impact
External Relations & Community Engagement
Represent JCCA with government stakeholders, funders, and community partners
Advocate for foster families and ensure youth voice is central to program planning

Support recruitment, outreach, and engagement initiatives to expand our impact
Qualifications
Master’s degree in Social Work, Public Administration, Public Health, or related field (LMSW/LCSW strongly preferred)
Minimum 7–10 years of progressive leadership experience in child welfare or foster care
Strong understanding of Article 29i billing, Medicaid-managed care, and regulatory compliance
Demonstrated ability to lead complex programs, teams, and budgets
Proficiency in CONNECTIONS and other child welfare data systems
Excellent communication and public speaking skills

Salary: $130K - $135K
