JCCA is seeking a Program Quality Specialist (PQS) to join our mission-driven team focused on strengthening outcomes in child welfare and community-based services. This role offers a unique opportunity to influence quality improvement efforts across foster care, residential programs, and evidence-based community services.

Position Summary:

The Program Quality Specialist plays a key role in evaluating program performance, driving quality improvement initiatives, and ensuring compliance with city, state, and internal standards. They will collaborate with staff across the agency—from frontline caseworkers to program directors—to translate data into action and build a culture of continuous improvement.

Reporting to the Director of Program Quality, the PQS will monitor performance using both quantitative and qualitative data to identify trends, assess effectiveness, and help our teams deliver best-in-class care to the children, youth, and families we serve.

Key Responsibilities:

  • Conduct compliance and qualitative program reviews across multiple service areas.
  • Analyze data from sources like ACS PAMS, Scorecard, and internal dashboards to identify trends and recommend improvement strategies.
  • Collaborate with program teams to ensure timely and accurate documentation (e.g., FASP, CANs, Permanency Hearing Reports).
  • Enter, monitor, and assess data quality in systems such as Connections, Evolv, and PROMIS.
  • Support programs in the design and implementation of outcome measures and data collection tools.
  • Evaluate programs using site visits, interviews, record reviews, and additional data sources.
  • Develop and present clear, actionable evaluation and quality improvement reports.
  • Assist in the development of internal dashboards, SOPs, and improvement plans.
  • Participate in Quality Team meetings and present data findings to agency leadership.
  • Research and apply best practices in quality improvement and performance evaluation

Qualifications:

  • Bachelor’s degree and at least 2 years of related field experience OR 4+ years of progressively responsible work experience in QA, evaluation, or project/contract management (with at least one year in a supervisory or administrative capacity).

  • 3+ years of experience in quality assurance, evaluation, or data-driven program oversight in a social services setting. Knowledge of NYC child welfare, residential services, or DOHMH-regulated programs preferred.
  • Proficiency in Microsoft Office Suite, especially Excel and PowerPoint.
  • Strong interpersonal, written, and verbal communication skills.
  • Ability to manage multiple priorities under tight deadlines.
  • Experience working from a trauma-informed, strength-based perspective.
  • Willingness and ability to travel throughout NYC and Westchester.

Salary: $60,000 - $65,000 per year
