Position Title: HR & Operations Manager
Position Location: Tel Aviv, Israel

Length of Position: Full-time
Job Summary:
The HR & Operations Manager oversees the organization’s human resources and administrative functions in Israel, including employee lifecycle management, HR operations, and office administration. The position directly supervises the Administrative Assistant, serves as the primary HR and safeguarding focal point in Israel, and coordinates closely with various HIAS HQ teams. The position also manages the organization’s scholarship program and contributes to resource development and the management of volunteers.
Key Responsibilities:
1. Human Resources & Employee Lifecycle
• Manage recruitment processes, including job postings, candidate screening, interviews, selection, and coordination with hiring managers.
• Lead comprehensive onboarding processes, including employment documentation, system access, orientation, and training.
• Manage offboarding and employee termination procedures.
• Support and coordinate employee hearings and termination processes.
• Provide guidance and support to employees and managers on HR-related matters, including workplace challenges and conflict resolution.
• Lead employee engagement and wellbeing initiatives, including regular supervision meetings.
• Design and establish an organizational framework for volunteer management and engagement.
2. HR Operations, Payroll & HQ Coordination
• Manage day-to-day HR processes, including employee records, leave management, and HR systems.
• Manage direct communication with pension funds and insurance providers
• Coordinate with payroll and finance functions on salary, pension, and employee-related matters.
• Serve as the primary HR focal point in Israel, coordinating with HQ on HR policies, processes, systems, and employee-related matters.
3. Administration & Office Operations
• Oversee the organization’s administrative function, directly supervise the Administrative Assistant, and provide guidance on administrative priorities, office needs, and operational processes.
• Manage office vendors, procurement, purchasing, facilities, and supplies, ensuring smooth and efficient day-to-day office operations.
• Oversee IT support and technology-related needs in coordination with the organization’s IT provider and HQ.
4. Scholarship Program Management
• Manage the organization’s scholarship program for immigrant students, including planning, coordination, implementation, and monitoring throughout the year.
• Manage the scholarship application and selection processes and coordinate communication with applicants and recipients.
• Recruit, coordinate, and manage the volunteer scholarship selection committee.
• Directly supervise and support the Scholarship Program Assistant.
• Plan and coordinate the annual scholarship award ceremony.
Qualifications and Experience:
• Bachelor’s degree in Human Resources, Business Administration, Social Sciences, or a related field.
• 3+ years of relevant experience in HR, operations, administration, or a related field.
• Fluency in Hebrew and English; proficiency in Arabic, Russian, or another additional language is an asset.
• Experience working in the nonprofit, humanitarian, or human rights sector.
• Strong organizational, interpersonal, communication, and problem-solving skills.
• Ability to manage multiple priorities, work independently, and operate effectively in a dynamic environment.
• Strong commitment to the organization’s mission and to advancing the rights and wellbeing of refugees and asylum seekers.
• Experience supervising staff and working with managers is an asset.
