HIAS seeks an International Human Resources Manager to provide Human Resources services, support, and capacity building to field offices in alignment with global Human Resources standards and local requirements. Travel, to include travel to insecure operating environments, may be required.
ESSENTIAL FUNCTIONS:
- Serves as a strategic partner on all HR employee relations issues for HIAS Europe, HIAS Romania, HIAS Poland, HIAS Moldova and HIAS Greece; coordinates closely with HQ HR team to ensure alignment in HR approach and philosophy.
- Partners with Finance and Programs staff on the selection and management of external vendors for tax, immigration, and payroll to ensure cost-effective solutions and contractual agreements.
- Provides day-to-day service in all aspects of human resources in relation to European Country Offices related to HIAS Europe; develops and provides support on the implementation of human resource projects and plans for all country offices in compliance with HIAS HR policies, standards and local labor laws and practices, including recruitment, performance management, staff development, compensation, benefits, training, communications and organizational development.
- Ensures that HR policies, systems and standards are rolled out in country offices; conducts periodical operational audits.
- Maintains compliance with host country and EU regulations and provides consistency and equity in the management of HIAS’s HR activities in Europe.
- Partners with HR team, Programs staff and other key stakeholders to develop policies, processes and procedures related to staffing with a concentration on host country labor laws and legal issues as necessary.
- Works with HR team on legal issues linked to recruitment and employment; ensures legal compliance in all HR, safety and security aspects.
- Maintains knowledge of global and European HR policies, programs, laws and issues; and accesses appropriate tools/resources to assist in such activities.
- Performs other duties as required.
QUALIFICATIONS & REQUIREMENTS:
- Undergraduate degree in Communication, Business Administration, International Relations or another relevant field; graduate degree preferred.
- Fluency in English, French proficiency preferred.
- 4-6 years of HR experience with at least 2 years of relevant experience working on global HR issues, preferably also in Europe.
- Good understanding of statutory requirements in international locations from an employment, tax and immigration perspective.
- Must be results-oriented with strong customer-service skills and ability to operate at all levels of an organization in a highly complex environment.
- Ability to build and sustain strong relationships at all levels in client organization to effectively influence decision-making.
- Ability to work effectively within a multi-cultural organization with a demonstrated ability to harmonize processes, policies, programs, and HR best practices.
- Excellent interpersonal, organizational and communication skills, both oral and written, to include strong editing and proofreading.
- The ability to manage difficult situations with tact and diplomacy; multi-task in a fast-paced environment; and maintain confidentiality is critical.
- Must be a self-starter who is detailed-oriented and possesses sound judgment.
- Team player and fast learner comfortable working in a fast paced, ever-changing environment.
- Familiarity with HRIS platform, preferably Paylocity or ADP.
- Proficiency with MS Office, particularly MS Excel and PowerPoint.
- Full status to work in the European Union and willingness to provide employment verification as required.
- Ability to travel in Europe occasionally.
