WHAT YOU WILL DO:

The Chief Financial Officer (CFO) is responsible for all financial matters of Gulf Coast JFCS and its affiliate organizations. The CFO reports to and collaborates closely with the President/CEO. In addition, they will partner with the senior leadership team, Board of Directors, and the Board Finance Committee to review financial performance and related operational strategies across the organization. The CFO will ensure reporting and fiscal compliance with regulatory and funding agency rules and requirements (federal and state) for grants and contracts. They must be able to adapt to an evolving, high-growth environment while managing functions including finance, payroll, billing, purchasing, and grant and contract accounting. The CFO sets the direction and priorities for all fiscal operations in partnership with the CEO and Board Finance Committee.

Leadership

  • Oversee cash flow planning and ensure availability of funds needed to meet Agency obligations.
  • Develop and ensure appropriate internal controls, separation of duties, and financial procedures.
  • Oversee financing strategies and activities as well as banking relationships.
  • Lead the annual budget process.
  • Ensure compliance with federal, state, accounting laws for non-profit organizations. Comply with Sarbanes-Oxley, GAPP and other financial regulations.
  • Prepares and presents monthly reports and analyses to Board of Directors and Finance Committee
  • Lead the annual audit process ensuring completion of related schedules and reports and the proper filing of IRS 990 tax returns and other required business reports.
  • Oversee client billing and related protocols to ensure maximum revenue acquisition.
  • Represent the Agency to funding partners, investment firms, and auditors. Prepare and report quarterly financial performance for Gulf Coast CARES endowment agency.
  • Ensure timeliness and accuracy of required financial reporting for federal and state agencies and other funders, as required.
  • Partner with Human Resources, ensure legal and regulatory compliance reporting for all financial programs including 403b, benefits programs, unemployment et cetera.
  • Annually review and procure required Agency insurance, including D&O, property/casualty, and health/welfare at required levels of coverage.
  • Participate in agency policy development as a member of the senior leadership team.

Strategic Oversight of Financial Health

  • Oversee cash, investment and asset management and develop appropriate systems for monitoring.
  • Project annual program and Agency performance utilizing predictive models and financial analyses.
  • Analyze staffing patterns, expenditures and utilize reporting tools to recommend efficiencies.
  • Review and recommend policies to govern all Agency revenue and expense operations.
  • Review fundraising process to ensure proper receipt, posting and reconciliation of donor gifts and their matching of the general ledger to the donor database.
  • Oversee the accounting department to ensure proper maintenance of all accounting systems and functions while serving as a mentor and coach for finance and accounting staff.
  • Actively engage in partnership with Agency leaders to develop and implement monitoring tools and coordinating internal audits of client and billing files.
  • Ensure support of new program development via draft budgets.
  • Provide guidance and training to administrative and program staff in understanding and interpreting financial statements, contract compliance and billing requirements.

WHAT YOU WILL NEED:

The CFO must have at least ten (10) years of related finance and leadership experience, ideally beginning in audit, followed by leading budget development, evaluating financial information and reporting performance to stakeholders. They will have at least five (5) years of experience as a CFO or equivalent managing finance (accounting, budgeting, control, and reporting) for a large, complex not-for-profit human services organization with at least $20 million in revenues.

  • A minimum of a bachelor's degree in accounting or finance, master’s degree in business or related field, CPA is required.
  • Significant experience in or knowledge of nonprofit accounting, including contract and grant accounting.
  • Deep knowledge and understanding of the OMB Circular A133 audit, Sarbanes-Oxley, and GAAP reporting.
  • Proficiency working with finance and accounting software applications and in partnering with information technology staff to maintain these technologies.
  • Excellent written and oral communication skills
  • Demonstrated leadership ability, team management, and people skills.
